The Community Development Block Grant Water-Related Infrastructure (WRI) program is designed to assist Local Units of Government in making necessary improvements to existing public infrastructure systems. Eligible activities include upgrading existing public infrastructure systems either by replacing deteriorating or obsolete systems or by adding needed capacity to existing, but burdened systems.

• Minimum match is at least 10% of the Total Project Costs
• The grant request is between $500,000 and $2,000,000
• Due to funding limitations, only one submission per community is allowed

• Municipal Government
• Communities must be on the CDBG Low/Mod Income Community Customers and Project Areas list, and the project must benefit the entire community
• Entitlement Communities are NOT eligible
• Communities who received funding in the past two grant cycles are NOT eligible

• Replacement and/or improvement to water lines and related facilities
• Replacement and/or improvement to sanitary and storm sewer lines and related facilities
• Replacement and/or improvement to wastewater treatment plants and related activities
• Activities directly related to and completed in association with eligible infrastructure replacement and/or improvement (i.e., Roads, sidewalks, streetscape, etc.)
• Replacement of lead and galvanized water service lines as required by the State’s Lead and Copper Rule (LCR)
• Engineering costs related to the above activities
• The extension of existing utilities for future growth and/or transportation-only projects are NOT eligible
